By review widget I meant the carousel...
I figured it out. I simply included the following code at the bottom of the cart liquid:
{% include 'judgeme_widgets', widget_type: 'judgeme_featured_carousel', concierge_install: false %}

You're right, installing the Carousel should be as easy as adding that code in any of your Shopify liquid files.
